Zennyo

Zennyo is a dragon who pities mankind. He is gold-colored, about eight sun long, and seated on the head of another dragon, eight shaku in length. Kōbō-Daishi reported to the Emperor that Zennyo was a Bodhisattva of higher rank than Shubin, namely the Dragon-king of the Auavatapta pond in Northern India, who was not in Shubin's power.
